The blue room had not been designed for abuse.
It had been designed for calming.
Caroline turned it into something else.
That distinction mattered.
The institution had created a private space with weak oversight.
Then trusted the wrong person.
Then ignored warnings.
Then protected itself.
Caroline was arrested.
The charges were serious but appropriately specific.
No sensational language.
No claim investigators could not prove.
Owen watched the news report.
He felt nothing like satisfaction.
Claire turned the television off.
“Good.”
“What?”
“You didn't need to see her.”
“I wanted to.”
“Why?”
Owen thought.
“I wanted her to look afraid.”
Claire studied him.
“Did she?”
“Yes.”
“Did it help?”
“No.”
Exactly.
Justice would not reverse Milo’s fear.
It would only prevent Caroline from continuing without consequence.
That was enough reason.
It could not be the whole purpose.
The same week investigators identified seven children whose records suggested repeated unsupervised behavior sessions.

Three with unexplained injuries.
Two with significant behavioral changes.

One child too young to articulate anything.

Suddenly Milo was not the center.
That was painful and relieving.
He had not been singled out because something was wrong with him.
He was one child caught inside an adult failure.
Claire wanted every family contacted gently.
Privately.
No public list.
No media circus.
Willowbrook, meanwhile, remained open under emergency oversight.
Parents withdrew children.
Enrollment collapsed.
The board issued a statement apologizing for “failures in process.”
Owen read the phrase.
“Failures in process.”
