Chapter 21 - THE SEARCHRegulators closed Willowbrook temporarily after a formal search of administrative offices uncovered discrepancies beyond Milo’s case.

Deleted complaints.

Backdated incident reports.

Internal emails.

Staff concerns redirected into performance reviews.

Caroline’s office contained behavior materials that were not approved under school policy.

No graphic details were necessary.

The pattern spoke.

Marla was questioned again.

This time she could not rely on the image of a beloved school director.

The emails existed.

The metadata existed.

The warnings existed.

She insisted:

“I never believed Caroline was hurting children.”

Detective Chen asked:

“Then why did you disable cameras?”

“Privacy.”

“Why alter records?”

“To formalize notes.”

“Why fire Jenna?”

“Confidentiality.”

“Why hide complaints?”

“They were resolved.”

Every answer sounded plausible alone.

Together they formed something else.

A culture.

A choice.

A cover-up.

Willowbrook announced it would not reopen that semester.

Parents cried.

Some had loved the school.

Good teachers lost jobs.

Children lost routines.

This was another truth Owen had to accept:

Institutions rarely contain only villains and victims.

Plenty of good staff had known nothing.

They suffered too.

That did not mean the school should remain open.

Consequences spread.

That was what systemic failure did.
